With 23,850 Open Quotas, UWP Becomes a Strategic Partner in the Surabaya City Government's Tuition Assistance Program
Wijaya Putra University (UWP) strengthened its commitment to improving access to higher education by signing a cooperation agreement with the Surabaya City Government. This collaboration specifically aims to provide tuition assistance to students, with a quota of 23,850 recipients and a total support value of nearly IDR 200 billion for Surabaya residents studying at private and state universities (PTS).
The signing of this collaboration document took place at Surabaya City Hall on Thursday, February 5, 2026. The memorandum of understanding was signed by the Rector of Wijaya Putra University, Dr. Budi Endarto, SH., M.Hum., and the Mayor of Surabaya, Dr. Eri Cahyadi, ST., MT., as well as the Rectors of private and state universities in Surabaya.
This collaboration is a follow-up and concrete implementation of Mayoral Regulation (Perwal) Number 4 of 2026 concerning the Provision of Tuition/Education Assistance. This program marks a significant policy shift, as for the first time, the Surabaya City Government's assistance has been expanded to include students at private universities.
In his remarks, the Rector of Wijaya Putra University, Dr. Budi Endarto, SH., M.Hum., expressed his deep appreciation and emphasized the strategic significance of this policy.
"Today's signing is not merely an administrative collaboration, but a concrete manifestation of the Surabaya City Government's progressive redistributive policy and inclusive social protection policy," said the Rector.
He continued, "Until now, similar assistance schemes have often focused solely on state universities, which can indirectly limit choices and opportunities for underprivileged residents. With the enactment of Mayoral Regulation No. 4 of 2026, the Surabaya City Government demonstrates a strong commitment to substantive justice in education. Public funds are allocated to open wider access, distribute opportunities, and provide social protection for underprivileged families in Surabaya to obtain quality higher education, wherever they study, including at private universities."
The Rector also emphasized that UWP is ready to be a strategic partner for the government in realizing this policy's goals. "We at UWP welcome this visionary step. This assistance scheme, worth nearly IDR 200 billion for 23,850 students, will be a highly effective tool to prevent dropouts, reduce disparities, and build a more equal future for Surabaya. This is the best long-term investment in the city's human resources."
The Mayor of Surabaya, Dr. Eri Cahyadi, ST., MT., emphasized that this expansion of the aid program aligns with the spirit of the inclusive "One Family, One Graduate" program. "The intelligence and potential of Surabaya's children are not limited by the status of their university. With this policy, we are here for everyone. Our collaboration with UWP, a leading private university, is a concrete first step and a testament to this. The primary criteria are the economic needs and academic achievements of prospective students, not the type of university," Eri Cahyadi emphasized.
The Surabaya City Government will conduct transparent and objective selection of aid recipients, with priority given to outstanding prospective students from families in Deciles 1-5.
This monumental collaboration is expected to boost the Gross Participation Rate (APK) of higher education in the City of Surabaya and become a model of effective government-regional-private partnership, not only in the distribution of aid, but also in the development of relevant study programs, community service, and absorption of graduates in the world of work, to jointly build a more advanced, just, and prosperous Surabaya.
